Role Profile

This is a newly created role is an outstanding opportunity for an experienced Head of Procurement to both establish and then develop a new in-house function for this leading multi-site public sector housing developer & services provider. During a exceptional period of growth, expansion and acquisition for this highly successful organisation, this Senior Appointment will be critical to the ongoing success of the operation and its continued development as a market leading provider to the region.

This role offers flexible working patterns potential for home working and multiple office locations across the East & West Midlands

Skills & Experience

  • Lead on the development and delivery of the new Procurement Strategy and function
  • Lead on the engagement with staff to embed a professional and unified approach to procurement.
  • Be the in-house procurement expert, giving advice, guidance and support to the business.
  • Represent the organisation externally when required.
  • Lead on the development of procurement governance systems, policies and procedures and ensure that group approach to procurement activities is in line with all required statutory and regulation obligations.
  • Lead on analysis and identification of opportunities for supplier consolidation and savings
  • Lead on increasing understanding, visibility and control of procurement spend across the organisation.
  • Work in collaboration with operational managers to support the development of best practice procurement and contract management in order to delivery key objectives.
  • Ensure new contracts, extensions and renewals are compliant and in line with best practice.
  • Ensure procurement performance is benchmarked and regularly reviewed.
  • Work with the business to prepare specifications, tender and contract documents.
  • Support and oversee the procurement process and negotiation for new contracts, extensions and renewals to ensure compliance and maximise value for money.
  • Keep up to date on procurement legislation and best practice, reviewing and updating internal policies, systems and procedures are required.
  • Ensure procurement skills development and training needs are identified and delivered, in partnership with the training department.


  • Good market awareness, with a good understanding of procurement and contract management.
  • Knowledge of procurement law, regulation and best practice - OJEU
  • Knowledge of sustainability and supply chain best management practice.
  • Appreciation of regulatory framework in housing sector an advantage
  • Experience and understanding of EU and UK legislative requirements with regards to procurement.
  • Demonstrable knowledge and experience of developing and implementing systems of internal controls, risk management and governance with regard to procurement.
  • Evidence of co-ordinating and demonstrating the importance of Value for Money in everyday operations.
  • Experience of analysing workplace data and make recommendations for improvement and change
